Janet Clements has more than 20 years of experience in water and natural resources economics, planning, and consulting. She conducts benefit-cost, triple-bottom line, and economic impact analyses of water-related policies and programs. Her areas of expertise include integrated water resource management, green infrastructure and stormwater policy, and affordability of water and wastewater services. She also works on climate adaptation and has extensive background in western water issues and demand management. Ms. Clements has conducted several studies for national water organizations and is currently a member of EPA’s Environmental Finance Advisory Board. Early in her career, Ms. Clements was a water and natural resources planner in a rural California county. She has a B.S. in Sustainable Resource Management from The Ohio State University and an M.S. in Agricultural and Natural Resource Economics from Colorado State University.

Ms. Sheridan is an enthusiastic water resource economist with extensive experience in socioeconomic and geospatial analysis, statistical modeling, and technical reporting. With a professional history rooted in public service and policy research, she brings a unique background and understanding to the challenges faced by local governments and municipal institutions. Ms. Sheridan specializes in natural resource use planning, data science, and GIS applications. She has experience working in water and wastewater affordability, as well as benefit-cost and economic impact analysis for green infrastructure improvements.

Claire Sheridan

Director, Water Policy

Mr. Odefey leads multi-disciplinary efforts to promote integrated management of water resources through progressive regulation, sustainable financing, market-based mechanisms, and policy reforms. His work focuses on green infrastructure, water conservation, and integrated water management as pathways to preserve and protect healthy waters and communities. Many of his efforts have been directed as fostering resilient water management policies and programs in the Lower Colorado River Basin. His experience includes stints as a staff attorney for Waterkeeper Alliance and for Hudson Riverkeeper. Jeffrey holds a B.A. in English and Art History from the University of Colorado, an M.A. from the University of Montana, and is a magna cum laude graduate of the Pace University School of Law.

Jeff Odefey

Erin Gray

Director, Economics

Erin Gray has over 16 years’ experience in environmental economics and policy and is a recognized expert in Nature-based Solutions (NbS) for addressing water security and climate adaptation challenges. Erin specializes in ecosystem service valuation, benefit-cost, triple bottom line, and multi-criteria decision-analyses, as well as NbS financing instruments. She is well-versed in using participatory approaches for economic  and financial analysis and success factors for increasing decision-maker uptake of results. Prior to One Water Econ, Erin spent 14 years working as a Senior Economist for an international think tank, advising decision-makers across North America, Latin America and the Caribbean, and South Asia on NbS issues and economic system transformation concepts and policies. She received her Master of Environmental Management degree from Duke University’s Nicholas School of the Environment, and holds a B.A. in both Economics and Environmental Analysis and Policy from Boston University. She is based in Fort Collins, Colorado.
